Information Note on the Information Resource Center of Tashkent State University of Economics

The IRC of the TSUE is an open-access library that offers its users access to the latest learning resources, available in both physical and digital formats.

The Information Resource Centre (IRC) at Tashkent State University of Economics operates from 9:00 to 22:00, Monday through Friday.

To register students as members of the IRC, the following are required: an identity document (ID card or passport), a student ID card, and a photograph. Student ID cards are registered in the HEMIS system, and monitoring of loans and overdue status is conducted.

Students may borrow textbooks and teaching materials—corresponding to the number of courses they are enrolled in—for a period of 10 days. If needed, the loan period can be extended twice, each time by an additional 10 days.

If a student cannot find the required book in the university’s IRC collection, an inter-university platform established by the Ministry of Higher Education, Science and Innovations is available at https://unilibrary.uz/  (UniLibrary), where electronic copies can be downloaded. To further assist students, the IRC also offers electronic kiosks (infokiosks) that enable users to search electronic resources by author name or title.

The IRC provides comprehensive facilities for students, including access to textbooks, teaching aids, works of fiction, an electronic library, academic journals, articles, and electronic databases; assistance in finding sources for scholarly research (through the catalogue or with a librarian’s help); use of computer rooms with internet and Wi-Fi; and the organisation of book presentations.

At the TSUE Faculty of Taxation, a discussion room is available—equipped for small-group work, team discussions, and presentations. Silent space zones have been created for individual study and research. Renovation works are currently underway at the Faculty of Economics, and the project includes the establishment of “Discussion Room” and “Silent Space” zones.

 In the IRC area, students can organise club meetings and take part in workshops and training sessions on various topics.

Information Resource Center Collection and Digital Access

The Information Resource Centre (IRC) houses a total of 26,011 titles in 456,124 copies, with 49,017 electronic books available. Students can access e-books through IRBIS 64+, http://www.unilibrary.uz/ , and https://ebook.tsue.uz/public/  

To achieve full automation and improve operations, the IRC uses equipment and devices based on RFID technologies. IRBIS64+ – Integrated The Extensible Library and Information System functions as the IRC’s electronic catalogue and automated library system, covering all stages of library operations and working seamlessly with all RFID-based devices.

The IRC collection includes periodicals and journals; printed editions are stored physically in the library, while electronic editions can be accessed through the library’s digital platform. Textbooks, articles, dissertations, and other materials can be searched by title or subject via the university’s e-book database at http://ebook.tsue.uz .

Holdings in Business Administration

The Information Resource Center (IRC) possesses 97 titles and 476 copies of literature on Business Administration in English, Uzbek, and Russian.

The IRC collection includes periodicals and journals; printed publications are stored physically at the library, while electronic publications can be accessed through the IRC’s digital platform. Textbooks, articles, dissertations, and other materials can be searched and downloaded by title or subject from the university’s e-book database at http://ebook.tsue.uz

Students, faculty, and independent researchers can access top international journals and resources—such as EBSCO, ProQuest, Springer, and Elsevier—free of charge through various online services.

A wide range of remote access options are available: users can access resources 24/7 via the university’s website https://irc.tsue.uz/ , https://irbis.tsue.uz/, and the Telegram channel https://t.me/tdiu_arm .

   To provide high-quality academic support, the Information Resource Centre (IRC) has created five specialised departments. These departments collaborate to ensure that students, lecturers, and researchers have quick access to learning resources, research assistance, and scholarly services. Below are the main roles and functions of each department.

1. Scientific–Methodological and Information–Reference (Periodicals) Department
   • Curates and provides access to current and archived journals, magazines, and newspapers.
   • Provides reference services, guidance on literature searches, and citation support (e.g., APA/MLA/Chicago).
   • Provides orientations, current-awareness alerts, and training on the effective use of periodical literature.
2. Department for Acquisition, Cataloguing, and Systematisation of Information–Library Resources
   • Selects, acquires, and processes new materials to ensure the collection supports teaching and research needs.
   • Creates precise bibliographic records and subject access points (cataloguing, classification, keywords).
   • Provides purchase suggestions and amends metadata to enhance discovery and access.
3. Department of User Services for Information – Library Resources (Lending/Subscriptions, Reading Rooms, Book Storage)
   • Manages borrowing, returns, renewals, holds, and course reserves; administers user accounts and policies.
   • Operates reading rooms and storage, assists with locating items, and resolves fines or access problems.
   • Provides frontline guidance and triage to direct users towards specialised IRC services.
4. Electronic Information Resources Department
   • Provides access to e-books and research databases (e.g., IRBIS 64+, ebook.tsue.uz, UniLibrary, EBSCO, ProQuest, Springer, Elsevier).
   • Enables remote/off-campus authentication, search strategies, full-text retrieval, and citation export.
   • Conducts training on digital literacy, plagiarism awareness, and the integration of e-resources into coursework and research.
5. Department for Work with Foreign Information – Library Resources
   • Enables interlibrary loan and document delivery from partner institutions in Uzbekistan and abroad.
   • Helps locate foreign-language materials and navigate international catalogs and repositories.
   • Supports visiting researchers and cross-institutional collaborations on scholarly resources.
